The Demise of the 28-Point Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the announcement of a new 28-article proposal for ending the war appeared – briefly – to have been stabilised. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: another massive barrage of rocket attacks on Kyiv.

The Cycle of Diplomacy and Destruction

The chain of opposing developments captured the grim essence of the current period. By day, political struggles are fought: hopeful statements are delivered from various governments. Considerable effort is devoted on containing particular approaches. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "settlement".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting missile launches from enemy soil, a ability provided through timely intelligence. From witness perspectives, military aircraft that had been scrambled to intercept incoming aerial threats roared overhead – advanced fighter aircraft provided to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems thundered: defensive missiles targeted at a hostile projectile. This was a modern interception technology at work, probably supplied through Western nations. Every launch jolts you unexpectedly, shaking the windows. The brief panic quickly transforms into resigned acknowledgment: possibly the hostile projectile won't hit its mark this time, sparing the city from catastrophe and another blackout.

Continuous Dangers

Following this, a heavy machine gun opened up on a aerial vehicle somewhere nearby, part of a rapid response unit – most likely imported technology. Unfortunately, the shots failed to hit the opposing UAV – it pressed on overhead toward its destination.

With pauses, this persisted until dawn. Kyiv greeted the daybreak reports: multiple fatalities, devastation and infrastructure problems in numerous residences as a result of the night's assault. As customarily, everyone still maintained normal activities – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on external assistance – a reliance that neighboring countries are clearly incapable to fill in the near term.

Ineffective Peace Efforts

The comprehensive proposal from American leadership provoked deep reactions, debate and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.

Every new proposal from US leadership adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually secure success. This trend will, certainly, continue.

Strategic Calculations

It is tempting to accuse specific actors of persistently promoting Russian terms. But that does not seem to be the entire situation. Washington functions according to a premise understood by international relations experts: you cannot secure via talks what you have failed to defend militarily. The White House presumes that it is unfeasible to compel Moscow to abandon the areas that it presently holds in Ukraine's south or east.

The issue is that while recognising this factual reality, Washington does minimal to deter Moscow, through diplomacy or military means, from thinking that the current condition will not shift further in its benefit in the months ahead.

Divergent Views

Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their reason to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's government remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing people and territory but avoiding a complete military breakdown until circumstances change in its advantage.

Present Conditions

Objectively, there are no actual prerequisites for a ceasefire. Now, personal considerations are coming into play: political desires to mediate resolution and secure international recognition, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unsuitable, so that their focus does not move to domestic problems. And although their mission will now be significantly challenging after recent developments, it remains highly unlikely that this will modify their basic position.

These opposing factors are influencing discussions.

Conclusion and Outlook

It took a mere seven days to terminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, latest revelations, all served their function.

While new plans based on old ideas are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and reflect particular unwillingness to modify developments, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, largely rely on sustained allied backing.
